Main purpose of the position

To drive and inculcate a learning culture in order to enhance employee effectiveness and productivity within the organization; through development and implementation of integrated Learning and Development Policies and Strategies to equip employees with requisite skills and competencies to meet the organizational objectives.

Job Responsibilities

  • Consults with Managers to identify Learning Needs, develops the Annual Learning and Development Plan and Manages the Budget.
  • Develops the Learning and Development Strategy to give focus to the learning requirements of the Corporation.
  • Design and develop learning materials for in-house Training and works with service providers to identify suitable interventions.
  • Monitors and reviews existing Learning and development systems, processes and programs to ensure the Corporation remains competitive in retaining and motivating scarce skill.
  • Monitors and reviews the effectiveness of learning and human resource development interventions to ensure that they meet the requirements of the organization. 
  • Develop processes for the identification of staff with potential for accelerated development and recommends the establishment of development programmes aimed at maximising potential.
  • Oversees quarterly and annual review reports for all Divisions on human resources development matters.
  • Carries out periodic skills audits to identify employee competency levels and carries out analysis with recommendations for future staffing strategies to meet medium and long- term requirements.
  • Coordinates operations of two Training Schools to ensure that they are optimally utilized and effectively managed on commercial basis.
  • Liaise closely with similar regional and international organizations   
  • Evaluates quality of training institutions and makes recommendations on whether to include such institutions on BPC’ list of approved educational and training institutions.
  • Facilitates proper Management of the Corporation Learning and Development Levy and claims from BQA/HRDC.
  • Engages management  and supervisors, HR Business partners and employees to understand current and emerging skills requirements.
  • Facilitates assessing current skills and competencies of employees against the skills required for their roles and future business needs
  • Gathers information through surveys, interviews, performance reviews and assessments eg psychometric assessments to identify learning needs.
  • Measures financial and productivity impact on the learning and developmentnt objectives.
  • Conducts research and analysis and engages stakeholders
  • Drafting policy documents and guidelines and seeking approval.
  • Managing resource allocation, monitoring and evaluation.
  • Develops baseline knowledge before training.
  • Measures skills acquired and knowledge transfer.
  • Assessing skill gaps, ongoing leaning and development initiatives, and evaluating effectiveness. 
  • Gathers data and prepares learning and developments reports.
  • Delivers own prescribed SHE initiatives by using the organization's Safety, 
    Health and Environment systems and protocols.

Qualifications

  • Degree in Social Sciences, Human Resource Management or related field. 
  • Professional Membership from a credible institution will be an added advertage.

Experience

  • A minimum of Ten (10) years post qualification in generalist HR experience. At least three (3) should be in a Learning and Development Specialist Position at middle to senior management level.
