Main purpose of the position

  • To lead the Project Execution Team under Project Implementing Unit of RESA project, and provide strategic leadership and effective management of the GCF/World Bank–funded RESA project by ensuring the overall planning, organization, coordination, budgeting, monitoring, and execution of all project activities. The role is accountable for delivering the project safely, within scope, on time, and within budget, while upholding the highest standards of quality, compliance with BPC policies, and adherence to World Bank requirements including procurement and safeguards

Job Responsibilities

  • Oversee all consultant and contractor qualification processes through creation/negotiation of all long term contracts to ensure that competent, safety-orientated external resources are available to assist in transmission project delivery
  • Manage execution and on-time delivery by setting priorities and milestones, translating initiatives into plans and schedules, and coordinating activities.
  • Monitor the demands on a process or operation and match resources to ensure business continuity.
  • Manage multiple projects impacting on the total organisation, using sophisticated program management methodologies and tools.
  • Oversee and executes multiple projects in line with set time and quality management standards by developing a master programme and sub-programmes, creating contractors/supplier contractual conditions and incorporating them into tender documents.
  • Report on progress of multiple projects, controls change to the quality plan and time program and manages implementation of corrective actions.
  • Develop policies and processes to manage delivery and performance of projects.
  • Manage variation and dispute resolution processes with respect to claims, notices, actions and documentation
  • Establish management structure for each project depending on the complexity and structure of contract including other relevant agreements such as joint venture and consortium agreements.
  • Implement the agreed contract payment terms and conditions into invoicing guidelines and verify adherence by other groups
  • Coordinate the EPCM contract pricing and inflationary adjustments during all project phases including rate schedule, labour costs and other expenses.
  • Identify the necessary budget requirements for the provision of consultant, contractor and project management processes with the application of industry best practices.
  • Analyse and interpret financial results/reports, understand the interaction between ratios, business deliverables and strategy.
  • Use financial data to guide strategic and operational decision-making.
  • Manage the motivation and discipline of staff in area of responsibility in line with laid down procedures to realize the Corporation’s objectives
  • Foster team spirit, identity, commitment, competitiveness, accountability, and value systems across diverse teams.
  • Propose and implement staff development plans for the area of responsibility to ensure competent, efficient, and motivated staff
  • Implement the Environmental Health, Safety (EHS) and Policy and Plans
  • Adhere to all safety and loss control standards (SHE) contained in the Corporation’s standards.
  • Assess regularly the EHS performance, analysing the indicators, the list of casualties and the near missing cases
  • Undertake such other related duties as directed by the supervisor from time to time to meet the exigencies of the Corporation.

Qualifications

  • Recognized Bachelor Degree in Electrician Power Engineering or equivalent.
  • Membership of the Engineering Registration Board (ERB) is required.
  • Relevant Project Management qualification (PMP, APM, ACP etc) is required.
  • Additional management qualifications will be an added advantage.

Experience

  • Ten (10) years post qualification experience in the managing of projects, five (5) years of which will have been in project management in a power environment.
  • Adequate experience and qualifications in project management, financial management, procurement, and relevant technical fields.
  • Experience in managing donor-funded projects is highly desirable.
