Main purpose of the position
- To monitor the effective implementation of occupational health and safety (OHS) management systems and compliance with Botswana Power Corporation (BPC), national and World Bank Environmental and Social Framework (ESF) standards. The incumbent will be responsible for identifying project-related safety risks, supporting risk mitigation, and promoting a safety culture throughout the project phases.
Job Responsibilities
- Implement, and monitor the Occupational Health and Safety Management Plan (OHSMP) in accordance with World Bank ESF (especially ESS1 and ESS2) and national regulations.
- Supervise safety & Health for the RESA & BESS projects.
- Prepare and implement a Health and Safety Management Plan for the project.
- Prepare & submit monthly report on the status of risk assessment, status of incidents & deviations, contractor compliance with health & safety requirements of the projects’ HSMP and ESCP to the PIU.
- Participate in the implementation & carrying out of SHEMS objectives safety, health and using established procedures.
- Zero fatality and serious injury target achieved across all project sites.
- Compliance with all site-specific risk control measures for high-risk activities (e.g. working at heights, confined space, electrical works).
- Effective implementation of contractor safety management, including performance reviews and behavioural safety audits.
- Facilitate for compliance with Botswana Labour Laws and ratified International Conventions applicable to Botswana and timely report any occupational accident and dangerous occurrences to the Occupational Health & Safety Department (DOHS) under the Ministry of Employment Labour Productivity and Skills Development as prescribed by the Law.
- Prepare a Project Health and Safety Management System and Plan in accordance with the World Bank Standards, World Bank Environmental, Health and Safety Guidelines and BPC SHEMS requirements.
- Create project OHS database clearly indicating % resolved and ongoing OHS cases as updated monthly.
- Facilitate necessary OHS and CHS awareness materials to be distributed.
- Assist in documenting good practices, report preparation, videos and other relevant materials from the project as knowledge sharing materials.
- Monitor OHS practices in contractor’s labour camps and construction sites in line with the Labour Code Order 1992.
- Prepare and deliver verbal and written presentations to BPC’s employees and management and public.
- Monitor all follow-on safety action recommendations.
- Adhere to safety operational procedures and systems and make necessary recommendations.
- Implement and deploy systems and tools to ensure that knowledge is managed efficiently for continuous improvement.
- Conduct cash flow and progress forecasting during Design or Planning.
- Prepare efficient and effective sectional budget, making recommendations for expenditure and by establishing a performance culture.
- Establish consistent and equitable administration and compliance with functional/practice policies.
- Adhere to relevant labour practices.
- Identify early detection and resolution
- Deliver required outcomes for a portfolio of contracts and negotiates service level agreements while planning, coordinating and supervising activities related to major contracts.
- Execute a communications plan by working within established communication systems and procedures.
- Implement health and safety communication plans as part of the stakeholder engagement plan.
- Facilitate and deliver required outcomes for a portfolio of projects while reporting to management and ensure alignment with project milestones.
- Deliver prescribed outcomes for area of responsibility by working within established strategic planning systems.
Qualifications
- Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
- Professional certification in OHS (e.g., NEBOSH, ISO 45001 Lead Auditor) is an added advantage.
Experience
- At least five (5) years’ experience in health and safety risks management issues for the energy sector and other associated projects; of which three (3) years should have been in a middle supervisory position in a related industrial environment.
- Proven track record of experience with conducting hazard identification and risk assessments (HIRA) and incident investigations.
- Sound knowledge of Botswana’s Occupational Health and Safety laws and World Bank Environmental and Social Standards (ESS 1-10) and International Finance Corporation Performance Standards (IFC 1-8).
- Valid driver’s license.
- Experience and knowledge of the World Bank’s Environmental Social Standards is a strong advantage.
- Experience in working on projects that apply Safety & Health risk management, experience with Lender funded projects will be beneficial.
