SENIOR FACILITIES OFFICER (X1) - CENTRAL (RE-ADVERTISEMENT)

Main purpose of the position
To plan, organise and control the provision of Corporation's property to ensure availability of facilities and optimisation thereof.
Job Responsibilities
- Sources quotations from suppliers for maintenance works
- Develops Invitation to Tender
- Establishes quality assurance of the acquired project material.
- Oversee projects to ensure they run according to set building specifications, budget and timeframe methods and approved workmanship.
- Plans, schedules & monitors progress for assigned projects
- Conducts site inspections for quality assurance purposes
- Identifies risks during project implementation & advise on the mitigation.
- Monitors project budget & timelines to ensure completion within budget & timeline.
- Helps manage the performance of direct reports by working within performance
- management systems.
- Carries out on-the-job training to increase the flexibility, efficiency, and capability of the team.
- Motivates and disciplines staff in area of responsibility in line with laid down procedures to realize the Corporation’s objectives.
- Manages the performance of the team by working within a performance management system.
- Proposes and implements staff development plans for the area of responsibility to ensure competent, efficient, and motivated staff.
- Provides operational support by performing prescribed routine activities using existing
systems and protocols. - Provides primary supervision to a team performing prescribed work.
- Issues work instructions to property officers/contractors and ensure that all maintenance incidents and complaints reported are effectively addressed.
- Checks and supervises the work of property officers and external contractors
- Resolves technical problems, inspects, and approves completed work.
- Reviews and approves working drawings of civil/ building work repair and maintenance and tools in accordance with job requirements.
- Prepares maintenance bill of quantities and orders building material and tools in accordance with job requirements.
- Delivers required outcomes and serves as the primary point of contact within an established contract administration plan and coordinating activities performed by subcontractors and suppliers.
- Processes payments for contractors and suppliers according to approved contract provisions and work order and ensures budgetary control.
- Identifies and initiates contracts with service providers for the provision of services.
- Monitors and ensures adherence to Service Level Agreements by service providers
- Monitors & ensures compliance with the BPC Facilities management policies and procedures.
- Identifies shortcomings in existing processes, systems and procedures, & recommend appropriate action.
- Benchmark best practices recommend to Management.
- Facilitates outsourcing of Maintenance of Grounds/Gardens, refuse collections, swimming pools maintenances and Office Cleaning Services and ensures Service Level Agreements and contract are in place.
- Management of Guesthouses
- Management of utilities and ensure 100% availability of utilities.
- Monitors lease agreements to ensure proper maintenance of facilities
- Recommends appropriate remedial action for non-adherence to lease agreements.
- Liaise with security operations for safeguarding the Corporation’s vacant properties.
Qualifications
- A recognised University Bachelor’s Degree in Real Estate, Property Management, Civil Engineering Bachelor’s Degree in Business Administration, or related.
- Membership of a recognized Professional Institution in line with the above qualifications is required.
Experience
- At least 5 years post qualification experience, 2 of which should have been in real estate, Facilities Management, Civil Engineering or related.
- A minimum of two (2) years supervisory experience is required
